Airport budgets are tightening while airport expectations are climbing. Both trends are accelerating.

ACI-NA estimates U.S. airports need $173.9 billion in infrastructure investment over the next five years, against nearly one billion enplanements expected in 2025 (ACI-NA Airport Infrastructure Needs Study, 2025). Every dollar of that has to be defended per passenger.

Which means every operational technology line item now faces the same question in the budget review: what does this buy us that we cannot get cheaper?

It is a fair question. And for airport operational intelligence, it has a specific answer.

Sentiment Alone Is Not Operational Intelligence

A satisfaction score is a lagging summary. It tells an airport how passengers felt. It does not tell an operations team what to do.

Operational intelligence is different. It combines three signals into one picture:

What passengers experienced. Where and when they experienced it. And how many of them were there.

Feedback without traffic data explains sentiment but not cause. Traffic data without feedback explains volume but not consequence. Together they produce something an operations director can schedule against.

That is the pricing conversation most airports get wrong. They evaluate feedback devices against feedback devices. The right comparison is observability against the cost of operating blind.

The Cost of Operating Blind

Three costs recur across every airport we work with. All three are quantifiable. None appear on a satisfaction dashboard.

Labor spent on the wrong hours

Cleaning schedules run on a clock. Passenger volume does not.

When 300 passengers deplane at once, a restroom degrades in minutes. A fixed round scheduled for two hours later is both too late and, at some other point in the day, too early. That is wasted labor in one direction and reactive scrambling in the other.

Contractor performance taken on faith

When cleaning and facilities vendors self-report their own performance, there is no objective record to negotiate against.

Timestamped, zone-specific satisfaction data by shift and by vendor changes that. It is not adversarial. It is a shared standard — and it is the single most useful artifact an airport can bring to a contract renewal.

Capital projects validated by anecdote

Concourse expansions, new walkways, terminal upgrades, F&B transitions. Each one changes passenger flow. Each one is justified on experience improvement.

Without zone-level, timestamped feedback before and after, an airport cannot prove which intervention moved the needle. With it, the attribution is direct: new signage went live, wayfinding sentiment in that zone recovered within days.

That is a defensible number in a capital review. Anecdote is not.

Why ASQ Needs an Operational Layer Beneath It

ASQ is the industry's benchmark, and it works as one. The 2025 ASQ results identified airport ambience and cleanliness as the strongest drivers of passenger satisfaction (ACI World, 2026).

Useful. Directionally clear. Annual.

ASQ tells an airport that cleanliness drives its score. It does not say which restroom, in which concourse, in which hour, is dragging it down.

Real-time feedback fills that in. According to internal FeedbackNow data, one hub airport tracked restroom dissatisfaction climbing from 17.6% to 24% over roughly four months — visible week by week as it happened, with heat maps identifying the specific fixtures and issues behind the trend.

That is not a score. That is a work plan.

Journey Visibility Has to Cross Landside and Airside

Passengers do not experience an airport in departments. They experience it as one continuous sequence.

Curb. Check-in. Security. Restroom. Concession. Gate.

Yet most airports measure those touchpoints in different systems owned by different teams — and consistency across the journey matters more than excellence at any single point.

Airports building real operational intelligence are structuring their data the way the passenger moves through it: landside and airside split, tagged by terminal, concourse, zone, and room, with entry counts per space so cleaning intensity can be matched to actual footfall rather than assumed footfall.

One European hub now tracks daily entries per restroom alongside sentiment for exactly that reason. Cleaning frequency follows usage. Nothing is guessed.

How to Build the Business Case

Four numbers make the cost-per-enplanement argument in a single slide.

Labor hours reallocated from fixed rounds to demand-driven response. Reactive callouts avoided. Contractor SLA credits or scope adjustments supported by objective data. Zone-level satisfaction change attributable to a specific operational intervention.

Each one is measurable within a quarter. Each one survives a finance review.

And unlike a survey program, none of them require waiting a year to know whether the investment worked.

The Bottom Line

Cost per enplanement is going up. That does not make operational intelligence harder to justify — it makes it easier, because the alternative is spending the same labor budget against a schedule instead of against demand.

Airports that connect passenger feedback to footfall, at zone resolution, in real time, do not just measure experience. They redeploy their people, hold their vendors to a standard, and prove which capital decisions worked.

Sentiment is the input. Operational action is the return.
